Background to the ELT projects in Russia
ELT projects in Russia exist now as a Network of Continuing Professional Development (CPD) centres running a variety of Preset, Inset, ESP, Mentoring, Young-learners, Text-book writers and other programmes.
It all started several years ago in Krasnoyarsk (Siberia) as, what has been known since, KINSET project, with the team having created in Krasnoyarsk their own In-service Teacher Development Model suitable for the regional needs. Since then the process of dissemination has been progressing both rapidly and successfully. Eight project sites supported by the British Council have sprouted up across Russia, including Sakhalin, Irkutsk, Omsk, Sochi, Volgograd, Samara, Yaroslavl (see the map above) with a prospect of adding other regions to this network.
Project activities include doing baseline studies and needs analyses, setting goals and objectives, working out and realising implementation plans, developing teams, leadership and human resources, writing materials, providing for external and internal consultancy, achieving a critical mass of positive developments, ensuring systemic and sustainable improvement in English language teaching both in the geographic regions and on a national scale, carrying out impact research and disseminating effective experience. It is also important to expand the Network of ELT Projects and to provide support for it.
One of the human resources that is now being explored is using regional trainers and professionals both in and outside project framework for consultancy and development purposes.
In the photo below please meet KINSET Project team with John McGovern, project consultant from IELE, Lancaster University (sitting second from left), during his consultancy visit to Krasnoyarsk in 1997. KINSET team members are standing from left to right: Valentina Kononova, Irina Titarenko, Olga Potekhina, and Andrey Boutenko (team-building and project-approach trainer). Sitting from left to right are: Galina Tregoubova, John McGovern, Elena Froumina (KINSET project co-ordinator), and Elena Chouvasheva
